We applaud the U.S. Department of State and Brett Holmgren for elevating Open-Source Intelligence (#OSINT) as the intelligence discipline the OSINT Foundation calls, "the 'INT' of first resort." The Bureau of Intelligence and Research (INR) just released it's OSINT Strategy. This follows the Office of the Director of National Intelligence, United States Department of Defense, and the US Army and highlights the importance of publicly available information (#PAI) and OSINT in warfare, intelligence and competition. The Strategy's emphasis on the recently created Open Source Coordination Unit within INR and the Strategy's explicit initiative of "deepening cooperation on OSINT with allies and partners, industry, academia, and other nongovernmental entities" only helps the entire sector grow together. An event in isolation is only part of what happened ... In a major enhancement to the Janes events dataset, global military events have been verified and interconnected with multiple foundational data points, including systems and weapons, organisations, inventories, orders of battle, and installations. Using Janes military events data, our experts have identified the number of Chinese aircraft and warships detected around Taiwan between November 2023 and February 2024. The interconnections between the events data and Janes foundational OSINT enabled the quick identification of the capabilities and roles of the aircraft and warships involved. Further links to Janes orders of battle â used to locate home bases â provided insights into whether the aircraft and warships were likely to have been forward-deployed. Analysts were able to track patterns and trends in the tempo of the incursions and involvement of different aircraft or warships over time. Janes unique ability to interconnect key datasets helps analysts to quickly derive the insights that support decision making. Janes is the only OSINT provider that delivers an in-depth understanding of who is involved, why it is happening, and what the likely outcomes might be, supporting analysts as they look for indicators and warnings and carry out pattern-of-life analysis. The Army's intelligence leaders are placing a heightened emphasis on "open source intelligence" (OSINT) in line with the 2023 National Intelligence Strategy. An explosion of publicly available information and commercial data, especially online, has driven the intelligence community to leverage OSINT alongside other priorities like artificial intelligence and advanced analytics. The Army's recent OSINT strategy, although not yet public, underscores its growing importance. Lt. Gen. Laura Potter highlighted the significance of OSINT in modern scenarios, citing its pivotal role since events like Russia's annexation of Crimea in 2014. The Army's aim is to foster an "OSINT collection force" through a comprehensive four-week basic course, which will soon be extended to other military services and intelligence entities.Dennis Eger, the Armyâs senior open source intelligence advisor, emphasized the development of a modern training platform for OSINT. This "live, synchronous, virtual platform" enables soldiers to train remotely. Historically, the Army integrated specific open source collection teams into its major units. The intelligence directorate is now tracking individuals trained in OSINT to better understand the distribution of these skills across various roles.
